Does the Lulim crew deserve more character development?

In the show Chikaru and her harem are ALWAYS shown having fun and cosplaying. But do you think they deserve more character development? I mean, doesn't Chikaru's harem have their own personality and feelings other than cosplaying randomly according to Chikaru's wishes? Chikaru should also get a girl to fall in love with, let's say... Kagaome. That makes her kinda like a pedojo (PEDObear+shouJO) ;P. There's still many possibilities that might happened if they had more development.

But still, do they deserve more dedicated character developing from the studio and director, Madhouse and Masayuki Sakoi?
